Thermal paste and possible upgrades

Hi,

I am a tech newbie. I have built a simple PC, and i would like to have an upgrade. These are my current specs.

AMD FX 6350

Asus Sabertooth 990fx

corsair h80i

corsair valueselect 8gb ram

1tb hdd with 120gb ssd

radeon hd 7790 oc from sapphire

Sound blaster z soundcard

So what would you guys want me to uograde in the PC? I got pretty much unlimited fund for this upgrade. But i would like to limit myself to 250 US Dollars. Post the links too.

Also about the thermal grease, i would like it not to be electrically conductive

grab a R9 280/X 3GB GPU

 

 

and then OC that CPU

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.
