So I want to move away from my AIO and move to my own loop. Could someone either recommend a kit or a configuration of parts the would fit in a $400 budget (Preferably with a 360mm rad)?

$400 for a CPU only is steep, $400 for a CPU/GPU loop is short to include fans.

 

ala carte:

 

CPU block - $75

radiator - $125

tubing - $25

pump - $85

reservoir - $50-$100

fittings - $20-$125

fans - $5-$90

I want to cool CPU and GPU but the GPU blocks aren't included in the $400 because the GPU (295x2) blocks that I have chosen are both $215 and I need two. So the $400 is just CPU and the rest of the components I need.

Okay so you really could start with the EK kit i posted. It's good performing and nice looking. But for custom loops it's always better to go "custom" and pick your own parts imo. You don't really save money with all these kits anyway. And I hope you don't plan on cooling your CPU + two R9 295Xs with only one 360mm rad, because this will be not worth watercooling regarding temps and noise level xD.

What fans do you want to use and how at what rpm do you plan to run them? Because one 360mm rad plus one 120mm rad is not much for an i7 + two R9 295X2s.

Corsair sp120's( I already have them anyway) and whatever rpm will get the best temps and not be over the top loud.

Well best temps would be 100%  :P . No but srsly what temps do you aim for?

70C under full load for GPU's and a little less for CPU. The main reason im doing this is because the 295's fan is ridiculously loud and the speed on it cant be changed.
