What psus under 90€ would you recommend for this build. I thought of the 730w Bequiet purepower l8 cm modular psu. i'm buying from mindfactory.de.

A quality 500W PSu would suffice but headroom is never bad. Take a look at the EVGA supernova 750W G2. It's 10€ more but well worth the money.

730 is enough get a corsair cx750m, if you want 80 plus gold then evga g1 or g2 750w.

If you want to give yourself some headroom then get the CX750 or EVGA 750 G2. You won't need all those watts though. A quality 500W will do fine but if you want upgradability then 650W+

If i would like to overckock to 4.1 gHz,and tweak the gpu a little bit, what should i get?

You could get a decent 500w no problem and that would suit it, I like having the extra headroom though, and it's nice if you want a more demanding card in the future

That PSU is rubbish. stay with quality names. Bequiet is good, corsair is good, evga is good, seasonic is good, antec is good.

 

In terms of power consumption you should get maximum of 400W

A 550W will be more than enough to power the system. I would recommend the XFX XTR 550W:http://www.mindfactory.de/product_info.php/550-Watt-XFX-XTR-Series-Modular-80--Gold_962289.html or the Seasonic M12II: http://www.mindfactory.de/product_info.php/620-Watt-Seasonic-M12II-Bronze-Modular-80--Bronze_638247.html (they are both great power supplies but the Seasonic one is cheaper)
