Msi comes at 1.25Ghz out of the box and they would even explicitly say it in the selling title.

I'd go with Gigabyte - better RMA procedure apparently and less QC issues etc.

 

Ideally though I'd just go with Sapphire.

I have an Asus R9 290, but if Asus wasn't available at the time, I would have gone with MSI, simply because I have bought a couple MSI Nvidia cards, and the cooler is almost as silent as the Asus Cooler, but Probably as good at cooling a beast Gpu. Gigabyte sags too much for my taste.

MSI runs quieter and smaller if I am not mistaken.

Gigabyte performs slightly better but is WAY louder and has better warranty.
