I've been using this website for about a 4 months now to find out the exact amount of wattage and amps for certain GPU/s. So far all the builds I have done and tested seem to function correctly. Obviously I purchase notable and robust PSUs, doing research and reading user reviews before purchasing them.

That looks like an MSI-related website, so it should be okay. I personally use PCPartPicker to get a rough wattage requirement and then usually add about 100w or more for decent overhead.

The problem I have with the official websites is that they don't have the amps for the single 12v rail, unless it is somewhere...

It's because it's mostly irrelevant. I ran a GTX 760 off of four 12v rails totalling 450 watts. It is only relevant to think of current if the manufacturer specifies so in my experience.
