weird glitch on my desktop

I dont know how this happend but there is a weird glitch on my computer where I cant click on certain part of the desktop. Like theres an icon there and i go to click on that but it wont do anything or respond to me.

So i click outside of the area where i can click drag the mouse and i can select the icons that way. However If i try to drag another icon on to the same spot it wont let me. It just gives me a block sign on the mouse.

 

what is this sorcery?
