I know temps vary chip to chip but that seems rather hot.  Also depends on OC but yea... pretty hot.

 

I'm running a small OC and my idle temps are 30-40.

Picard II (2015-Present) Surface Pro 4 i5-6300U/8GB RAM/256GB SSD

It's high forsure, but what matters more are your under load temperatures.

Have you just put that rig together OP? Think you may have cocked up when installing the CPU's heatsink.

Try taking off the heatsink, cleaning both it and the cpu then re-apply thermal paste, then reinstall the heatsink.

How old is this PC? there might have been dust in there that killed it. clean the heatsink and reapply thermal paste. make sure you have no overclocks.
