Budget Rig for my brother

Alrighty so my brother is coming around go wanting to switch from Xbox to PC(finally) and he's on a pretty strict budget. He wants to spend as little money as possible but can still play games like CoD.

To cut costs I said he could have my 990FXA-UD3 motherboard and my 575w PSU.

I imagine that hell be rendering videos as well.

Anyone have any suggestions for the rest of the build?

I was thinking an R9 280, some AMD RAM (which I'll take off his hands and he can have mine lol) and also an 8320.

its a diablotek psu and and its 575w so he should be alright

Amps on +12V rails? what efficiency?
