I was going to close Chrome, and noticed the minimize, maximize, and close button were completely gone. I opened a few other programs and they were gone there too. The actions still worked if I clicked where the buttons were supposed to be though. I'm downsampling 1440p to a 1080p panel, could that be the reason? The problem went away after a reboot but it's pretty weird.

Just typical glitchy Windows. I've never had that, but every now and again, I get it where the buttons are shifted up 50%, and the top half get's cut off because it's obviously no longer in the window. Super annoying, but a restart fixes it.
