There is a version without the cooler and one that has the cooler.

If you get the one with no cooler you still get all else

If you are going to buy one, remember it's a K version, buy it only if you are going to OC it, an don't use the stock cooler, buy an aftermarket one.

Even if it does come with a stock cooler if you aren't buying your own for a 4690k then you're essentially committing a crime.

Well, one could buy a 4670k and hold off on a cooler until they're actually going to oc.
