A month ago I started experiencing frame drops. I think it might be a background process because I have no malware and I have check all my cables on the pc and they are tight. This happens on most games except Black ops 2 and battlefield 3 which is very weird. Call of juarez gunslinger, counter strike global offensive and other games have been suffering from fps drops. please someone tell me what can i do? I am not sure if its the gpu usage because it usually stays 98% when playing black ops 2 and bf3 but when i play the other games it drops to 87 and things like that making the games have fps drops but they are spikes not constant.  I have tried defragmenting my hdd too.

The temps for cpu are 42C under load and gpu are 69C on load

 

An Defrag on your HDD won't change that. And you don't seem to be throttling. 

But the drop in GPU usage is strange. Anyone else?

How new are the drivers?

5800X3D - RTX 4070 - 2K @ 165Hz

Some games such as ARMA  don't utilize GPUs properly this could be an example of that, but I've never seen such a problem with Counter Strike. This could be a background process, there was a recent Windows Defender Update that was released for Windows 8 and it auto enabled my Windows Defender, making my CPU utilization jump from 3% at desktop to 25-50%, I'd recommend checking that out, I've also got the same CPU as you but clocked at 4.2 Ghz, as well as the same video card but SLI'ed 2x MSI GTX 760s.

Control Panel>Windows Defender> Settings> Real Time Protection Tab> Turn On Real Time Protection (Uncheck) 

 

Make sure you have other means of which to defend your PC before you do this though, I have both AVG and Malwarebytes.

and do you think google chrome is using too much ram? is using half of a GB of ram, i saw that and it automatically went down to 150mb

hey dude I have found that my cpu is not going over 30% even when gaming so it now cant be a background process but what seems strange is my core clocks are weird since mine is msi it has the msi gaming app http://puu.sh/a86Oe/45da14e70f.jpg  http://puu.sh/a86R9/1b878de761.jpg and the usage goes from 90 to 55 and others like that, but when i use the gaming app, afterburner can not even tell the usage
