Need a cheap cooler

I need a cheap cooler, preferably $20 or lower. I live in Canada. 

 

This is for a LGA775 P4 HT 530 in my really really old Gateway. I do believe it is in mATX format (definitely not BTX), and the socket area is pretty clear of caps and the like. The stock CM cooler is really, really loud and I would like something quiet that is cheap as well to replace that monstrosity.

 

Please do not suggest a 212 EVO; the 500GR doesn't have a lot of clearance so 120mm towers are probably out of the question (plus the EVO is $30, out of my budget range). Keeping in mind that Prescott runs pretty hot too.

 

Also, do you think it will be able to run as a HTPC with 2 x 256MB DDR? Im not too familiar with HTPC OSes and I think Win 8 would be quite a stretch for this single core chip.

Win 8 uses a lot of RAM and I have it on my sister laptop since I had an OS laying around so I put it on that, keep in mind that the laptop is about 8 years old and is a 32 bit processor but the CPU usage is good for the single core its just need atleast 1GB to actually run it well instead of half a gig, I do have 4GB of DDR ram laying around but its not for a laptop. I can't really really help you on a cooler because there really isn't good one for that prices.

I think you should go with

Cooler Master Vortex 211Q

But i dont think there is much room for overclocking in it.
You should have no problems fitting it in your case.
