I recently got a Cooler Master Hyper 212 Evo for my Intel i7 4770K because of a friend's recommendation and because I didn't have enough for a Corsair water cooler. When I went to inspect his rig, he showed me CPU temperatures in the 30s. Seeing this, I thought it would be a smart cooling solution for the price. When I put it into my own rig, however, the results were very different. I am around 42-46 degrees (F) upon start up. Am I doing something wrong? For anyone that is interested, I did use the thermal compound that came with the cooler and the fan is pushing air towards the exhaust fan at the rear of my system. Thanks for the help.

The same happened to me. I found out I seated it wrong and didn't apply the correct amount of thermal compound.

I would suggest taking it off, cleaning it and reseating it with new thermal compound. Or, try turning your fan speed up a bit in your BIOS (if possible). :)

I had a look and one thing I noticed is that my BIOS does not allow for a minimum temperature below 40 degrees (F). Is this locking the temperatures or can it still go lower?

Is that even possible? What motherboard do you have?

Are you sure its Fahrenheit? Because high temp of 46F is just under 8C. And 40F would be closer to 4C which is pretty much impossible unless you are running PC on sub-zero enviroment. Furthermore BIOS can be inaccurate about temps. 40C idle in BIOS is normal for 4770K. I run mine in windows at 37C.

You'll find your friends was 30 degrees Celsius, not Fahrenheit.

well, euhm.... not going on the the whole Fa or C degrees , because it's just °C ,

what you can do in bios is set your fan speed to what i'm guessing is a silent profile to a perfomance profile & it doesn't hurt to dump the stock fans and get fans like the corsairs SP , that's what i did on my evo S and temps got better.
