Have you tried using onboard audio and bypassing the sound card? Does it still happen when you do this?

If so, you can try updating your realtek audio drivers or whatever your motherboard uses.

If not your sound card is defective or dying.

I can see manny reasons for this issue.

-Your cable may be broken, if the internal connections in your cable is broken that crackling may acure, but since it's while loading I don't expect that to be the reason.

-The one that I belive to be most likely is that you have a faulty component, this may be everything from your cpu to sound card to your buss. Maybe change PCI slot would help, or if it's not correctly fitted it may only need a little wiggle and you're good to go.

-Similar to the suggestion above but more overing: A faulty connection within your system. See if you can find somewhere where a cable or anything isn't correctly fitted.

-You may have a virus causing it to crackle. This can be due to the virus using all your cpu power or you HDD/SSD activity. Or something else, so do a scan.

-Your files may be corrupted: If this is so then all you have to do is re-download you songs, though I find this very unlikely to be the cause.

As I said I can see many reasons for this issue, an manny reasons I haven't covered, so don't give up if none of this works. :)
