Please use the basic text size, it makes it more easy to read. And what are you asking? Do you need a whole new Air cooler, or a new fan? If a new cooler budget?

 I have a problem of cooling my cpu is getting up to 90-100C

i have a:

intel i5

intel basic air cooling

 

max 60 dollars

There's no way its getting that hot... Either its a messed up sensor or the fans stuck on something.

Gaming rig- Cpu- Amd 9590, 16gbs of G Skill Ram, Gpu- GTX 760 windforce 3 edition 2gb. A Thermaltake water 2.0 water cooler for my cpu. Keyboard- Thermaltake Posieden , Case- 750D, Mobo Asus 990fx R2.0. 24 inch Dell LED monitor

Then your fan isnt working, its running WAY too slow or you screwed up when you put it on. First check the first two I listed and if its not those then go buy some thermal paste, most computer stores have it and Best Buy has Arctic Silver I believe, wipe the old stuff off the cpu and base of cooler with rubbing alcohol with toilet paper and then go over it with a micro fiber cloth to get fibers off and put the paste on the CPU (Size of Pea) and press the heatsync into it trying not to lift, wiggle or shit while locking the clips in place. 

 

If your looking for a cooler to replace the stock cooler and not OC look at the Zalman Ultra Quiet CPU Cooler or the Hyper 212 EVO

 

If you want to overclock start looking at larger ones like the NH-D14, Cooler Master V8 and watercooling solutions like H75, H110, H100i, H105

It may be that case has poor ventilation or cablemanagement is blocking airflow. 212 should do the trick anyway.

Poor ventilation wouldn't cause temps like that for that processor.

I would get a new cooler, and a ap123 fan for it.

Like what @spwath said, get a new cooler? Are you willing to spend 30 bucks on a cooler? Stock coolers are crap, even when no OCs happen, and plus, they are as noisy as hell. I would get a really quiet 212.
