Could i get away with using non-server parts for a budget home server build? Like a gaming mobo with a i7?

I just built a extremely cheap server using dirt cheap parts. But I am just building it for home use and learning how to use it. An i7 should work fine but it depends on your demands.

For now (could change later) demands are transcode on the fly, media storage, and general file storage. Reliable. and always on.

For some things yeah, although I wouldn't recommended anything with gaming branding as you'll be paying more for features you don't need. Also an i7 will work but you may want to consider a Xeon E3-1230V3 as it has hyper threading like an i7 but a lot cheaper.

As long as it's a locked i7 then it's fine as they have things like VT-d/VT-x which can come in handy if you ever want to run VMs, most low end Xeons are cheaper and perform better in some aplications but it's the motherboards that cost the most as they have server chipsets and support ECC so if you don't need all that just go for the i7.
