GPU usage limit

Should do that, if you lower the power limit, but also if you turn down the frequency looking at the temperature reached by your chip...

Depends what GPU it is. Could you give more information? We can't really help if you're vague about it.

Check MSI afterburner and see if it allows you to set any thresholds. I'm not sure that the 600 series has the GPU boost 2 functionality though, since it started out with the 780 where you could set temperature or power limits to control the card, so not sure if the functionality has been given in the drivers of previous generations of cards.
