A Cooler Master Hyper 212 EVO should be good, and costs 30£...

I have that and if isn't that good for high-end overclock, is quite a good product...

the noctua cooler you mentioned (i think this is the one) is too expensive and not for AM3+ cpu's

 

i cant find smaller macho, should i go with the closed loop liquid cooler 'cosair h55' it fits in case but iv heard bad things about closed loop water cooling

thermalright axp200 or axp100 also the raijintek pallas140 is good.

You should be shooting for 4.2ghz+ with the 212 Evo.

I would Defo go for the 212, not the h55 as it doesn't perform very well and is loud. However you could spend another £10 and get a U14s which is miles better than the 212, h55... As it is silent and performs like a h100

I had a similar thread open earlier for the same question and budget

 

To be honest most people recommended the Cooler Master Hyper 212 EVO and found the best place to be scan or novatech averaging around £25 

 

You could always use some of the £25 you save and buy better thermal paste or simply save it :)

I'd still go with the Hyper 212. 

 

In reference to the closed loops concerns...Theres nothing wrong with them, however, anything less than a 240mm radiator (and above) is pretty much on par with a good air cooler...I.e. a Hyper 212 is just as good as any liquid cooler that has a radiator less than 240mm.
