So, I am looking to invest (at most) $1500 into a new PC build.

 

Here are my requirements:

    1. The $1500 does not include OS or any peripherals.

    2. I do watch a lot of blu-rays and DVDs on my PC so I need an BD optical drive, include in $1500

    3. I program, mostly applications, but I like to have fun with 2D style games

    4. I don't play any heavy load games, but I do play some games such as LOL (not actually LOL, but similar).

    5. I would like a graphics card, but nothing fancy is needed

    6. I require 2 monitors (preferably 1080p with HDMI slot), include in $1500

    7. I would prefer a mid-tower case if possible

 

If there is anything else I need to mention, please let me know.

I live in the USA and I am upgrading because my laptop (main computer at this time) is constantly failing me and I keep having to limit what I do while I am using it.

Your budget is way too high for what you want to do. I'd suggest dropping it down to 1000$.

I made a small mistake. I forgot that the H440 has not 5.25 inch bay so you will either have to get another case or an external BD (I'd do that)  if you go for the 1500$ version :P

I second this build, I would only change the SSD to a Crucial MX100 256gb model, the MX100 series is a bit faster.

If you want to save some money, cut down the GPU and the 2TB hard drive to a R9 280 and a 1tb drive.

On paper, as always, it won't make a difference in real life persormance
