What is the best display for Fps games ,some say 2ms or less say is best while others say 5ms response time is fine ,and actually has no affect on input lag.  What I'm asking is what to look for in a display if I play COD and bf4 and want the biggest advantage against my emeny?

1ms is best with current monitors. My monitor has 6ms and I do just fine in games.

Why would you want motion blur in an FPS? Do you mean ghosting? Then yes.

 

Ghosting is annoying, but there's no good way to measure. The "GTG" spec of a monitor is the equivalence of me telling you I have an 8 inch wiener and I know because I measured it using a cheese stick. There's no standardized way to measure it, it's more or less a useless spec. Instead look for reviews that examine or mention the ghosting of a certain panel.

No, you should get the best monitor that has what you want for the price. Be it BenQ, Asus, or whoever else

 

Wait a bit more, there are a few more people that know about monitors (I personally don't care much for, hence know little)

 

@GoodBytes or one of the other display regulars might be able to point you to a decent website for panel reviews.
