Don't count on getting an excellent CPU that can run 5Ghz. Tom's hardware has found a good average overclock to be 4.7GHz. 

If you are lucky, you'll get 4.7. Most probably, you'll hit 4.5 with a good motherboard and power supply.

Toms hardware got 85°C with a Noctua heatsink at 4.7. So don't worry about temp problems. That AIO will do a fine job

Since it is still essentially the same chip as the 4770K, we can probably expect it to OC relatively similarly. The best 4770Ks only ran ~4.8 (though that is still based on luck), so I wouldn't expect a 4790K to run at 5.0 unless you're extremely lucky and good at overclocking. While Intel did make some changes that should extend OC'ing and improve thermals, most average Haswell i7s ran in the 4.3-4.6 range, so I'd expect an average Haswell-refresh i7 to maybe be in a 4.5-4.8 range..

 

That being said, the 4790K isn't "in the wild" yet, so we don't really know how they'll do in consumer's hands.

I know they were no doubt binned though.

Yes,they were highly binned and also those with AIOs had the help of liquid nitrogen hitting the fans for temp help.

 

As far as the OC for the 4790k,i believe 4.7ghz will be mainstream but 5.0ghz is still matter of chip luck. Not so much as previous generations but still.
