Why are people telling the guy to change his paypal password and hold any payments at his bank... You guys are over reacting.
A ebay account can easily be made, as they don't require you to automatically link them to a paypal account from the get go, since you can make purchase without a paypal account using a credit card. (If it ask for you to log in to paypal, just click checkout without login in.. really simple)

They obviously don't have his paypal password either, otherwise why would they have bothered creating a fake account for him instead of just pilfering the paypal directly?

It's either just a coincidence that he got the email after creating a paypal account, or it's a legitimate account created by Paypal in your country for you to use immediately. Considering the account actually worked, it can't really be 100% spam.

But next time, DO NOT CLICK ON LINKS THAT ARE IN SUSPICIOUS EMAILS. Manually go on the website (ebay in this case) and log in using the credential given, if it works, just delete the account/change the password and move on.
