new cpu or new gpu?

I have saved enough money to buy a 4670k with a motherboard or a R9 290, i currently have a fx8120 and a GTX 770.

Depends if youre gpu limited get a new gpu. If youre cpu limited get a new cpu. List what games you play or figure it by yourself out by monitoring the gpu load (99% not happy upgrade gpu or if you struggle maintaining 50% upgrade cpu)

Out of those 2 options, 4670k.  Definitely.  Your GPU is plenty powerful for now, and you won't see a big performance boost going to the R9 290, because your cpu is a little older now.  The 4670k is better than the 8120 all around, even though its only quad-core, and can get even better by overclocking it. if you can afford it, pick up a cheap aftermarket heatsink like the Hyper 212 Evo so you can do a little overclocking. Intel makes some solid chips, and you cant go wrong with the 4670k. 

 

If you're willing to wait a couple weeks, you could hold out for the 4690k.  100mhz higher out of the box, better TIM on the heat spreader, and the exact same price.

Definitely a new CPU... I heard that AMD bulldozer CPU's are very bad, and 770 is a beastly card at that price point

 

Better go with a new CPU (or wait for Haswell Refresh), and then start saving for a new GPU (R-300/8XX)
