Use the Windows Update Show-Hide Tool (which runs as a toubleshooter) to hide this update so that it is not reinstalled. Available at:

The link takes you to both the download link and the instructions to use the tool. Works in both Win 10 and 11.

Thanks, but as I wrote, I think hiding is not solving the problem.
