Hello so i have a problem with my fiancee's pc just writing here to get other people's input 


so the problem is that he cpu runs really hot in idle like very common for it to be around 60-80 celcius in idle under load it hits around 70-95 first started doing this after we deleted everything and installed windows again her fans run at 100% like 90% of the time we used to combat this with fan control but after their update of their kernel it blue screen's her pc 
her specs from what i can tell is 
Intel Core i7-7900X
2080ti 
corsair aio not sure which one (looks like the block from h100i but with 3 fans on radiator)
gigabyte Z390 M GAMING
32gb ram 
2 m.2 ssd 512gb and 1tb 

have already tried cleaning it reapplying thermal paste taking out the cmos battery checking if all the fans are put up right and checked if other people have the same problem with the fans sounding like jet turbo's have seen some report they have that with the automatic fan control bios thing gigabyte have 

im personally thinking their either is something wrong with the motherboard or the aio

Can you feel touch the tubes on the AIO and check if both are warm to the touch when the CPU hits these temperatures?

This is to check if water is circulating and that the pump is working.

Can you use punctuation please?

 

Also, do you have an air cooler to try?  Those temps are quite hot.  I'd check mounting pressure as well, maybe you didn't tighten enough?

 

Have you also looked at using PBO or CO to tame things a little?

yes the tubes are warm to the touch most of the time

dont have an air cooler to try sadly otherwise i would have i can't really tighten the cooler anymore so it should be tight enough and sadly im not the greatest at punctuation

no have not tried doing anything with those kinda stopped looking in the bios after half a day of trying to do things in there and it resetting every time only thing i got to actually stick was the smart fan thing gigabyte have and which order it should use the storage 

because tried changing things with the cpu because for some reason the bios was saying the cpu was running at 6.4ghz which sound a little insane when its a 3.6 ghz cpu might be the previous owner that did something with it

sadly didn't we decided to buy a new mobo, cpu and cooler was also an upgrade for her

Went with amd ryzen instead of intel normally i would just have tried to buy a new cooler but was worried about what the previous owner had done with the pc since the mobo displayed the cpu was running on 6.4 GHZ
