Weird humming noise normal?

Is the humming noise normal?

I don’t remember hearing this humming before but maybe it’s cause i usually have my headset on? I used the fan control app to see where it was coming from and it seems to be coming from the top of the case, although in the app the noise gets louder or quieter when adjusting the CPU fan. 

All other fans don’t produce the noise so. I’m not sure if it can be heard over the fans but it’s definitely there a humming noise. I have taken off all the panels and there is no dust anywhere on the fans or anything so I’m confused tbh
