New PC won't boot

I upgraded my PC changed my motherboard to a MSI B870x WiFi 7 a Ryzen 9 9800x3d a Radeon 9070xt and a 1000watt MSI power supply. I have built computers a couple times and at the moment I'm stuck trying to fix it. When I first booted or boot after resetting the CMOS I takes about a minute then gets stuck in bootcode 00 and any subsequent boots after get stuck on bootcode 99 I have removed all USB devices all nvme drives and tried ram individually what else can I do to try to fix it

the motherboard you have listed doesn't exist so I can't look it up. Your best option is to look in your motherboards manual, either online or the physical copy that comes with the box and figure out what those codes mean.

That said, quick google for code 99 and 00 with MSI seem to indicate a CPU initialization error. This can be caused by power issues so I would start by reseating all your power cables both on the Motherboard, and the PSU to ensure everything is 100% seated fully. If that doesn't resolve, then remove the CPU cooler and CPU and inspect the CPU socket for damaged pins.

Looks to be the same results from what Google and the Motherboard manual is telling me, IO initialization error and CPU critical failure. I would still follow my recommended steps first.
