Destiny 2 won't launch

hey hey

 

Just got a new gaming PC and every time i try to launch Destiny 2 i keep getting this error message,

"Windows cannot access the specified device, path, or file. you may not have the appropriate permissions to access the item."

I've uninstalled and reinstalled the game on my storage SSD (has all my games on it) and on my OS SSD: changed permission on all launch able so all of them have full control: did the same with all of my battle eye software. I've even done a full clean uninstall, along side clearing the cache.

I'm not running an windows insider build or anything like that, and all my drivers are up to date.

only things i haven't done is a doing a clean windows install or making a new windows account.

please help. I'm kinda stuck and not really sure what to do here.
