Your RAM is really slow, could easily be a bottleneck

50fps on mid settings

What resolution?

idle i have 19-20% gpu usage without playing anything or watching

Totally normal. it's calculating off the used VRAM. Notice the 3D graph is flat at 0%

When you're running a game, is anything pinned to 100? Make sure to right click the CPU graph and change to Per Processor

What clock speed is the cpu running at when gaming?

Is the RAM actually running at 2666 mhz (XMP profile loaded in the BIOS settings)?

Considering the high memory usage, the stutters are probably due to running out of RAM. 16GB is the basically the bare minimum for some of these games and it's probably worth upgrading to a 32GB kit.

It may also be worth using GPU-Z to check if the GPU is running at Gen3 x16.

100% cpu usage can be normal during intensive tasks like gaming. As long as you're not experiencing input delay or fps drops, it's not necessarily a cause for concern. It can also cause drop in gpu usage. Upgrading the cpu may be worthwhile but not as important as getting more RAM if you're running out of system memory.

GPU-Z looks fine - x16 3.0 is correct as that's what the cpu supports.

Are you referring to cpu temps? What cooler are you using and what rpm are the fans running at under load? You can check with software like HWinfo.

im just saying that this are the temps, i just dont know much about pcs and all that, also i seen on the clip yesterday while playing fivem it was using like 7-9% of cpu, i dont know how ngl but it was like 80+ fps on shaders and now its using 100% without shaders and stuttering, the cooler i have stock intel box cooler and i cant check rn what are fans speedimage.png.1781c608956d762c86fcd97f168a4c53.png this is from like 6 days ago and this is from like year and 3/4 months, i will clean the box cooler and change the paste so maybe it will help image.png.ddb76cfa6f32751dd02e4099a9e84965.png

Those temps are a bit high but not dangerous. If any higher, there may be throttling which would reduce performance.

Cleaning dust and repasting may help. It may also be worth adjusting fan speeds for better cooling.

This can be an issue where the CPU is waiting on data from RAM so some of the threads are paused mid execution.
Honestly, you have slow RAM and not enough of it, plus you have a midrange CPU. If you have the money, you should absolutely upgrade the ram to 2x16 running at least at 3200 if not 3600. If you have more money, I'd recommend getting one of those cheap but effective coolers from thermaltake and upgrading the CPU to something like a 10700K
