Is Steam still supporting Linux?

What you've linked to is an article that says Steam will stop supporting Operating Systems with an older version of a specific package.

They're still making Steam Decks, and Steam Decks run on Linux, so yes.

Sure do, firstly they make the SteamDeck, which runs "SteamOS", a fork of Arch.
Second the link you posted is just for older versions of a library, mainly for C/C++, any modern distro will be supported.
If you are for some reason running older libraries you should be able to update them and then run Steam.
