New builds as in feature updates? No. Extended support is all about security updates.

 

These updates will be available to anyone with extended support. The only special treatment for Europe is that extended support is available free of charge

No one here is privy to what MS will do... But unless you talk about LTS version, most likely no new iso.

 

Even for LTS, there will be very little updating beyond security patches.

My best guess would be no.

 

Since extended support requires a subscription and, with the exception of Europe, that costs money, it would be weird to then make these updates publicly available as ISOs free of charge.
