Without any context this is near impossible to give a clear "correct" answer, because if I were to paraphrase your question, it would be something along the lines of:
 

"The advantages of this chip, which costs more, are useful to me, should I buy it?"

Just get the 4790k and call it a day. 

You'll have to wait a few weeks though.

Agree with the people saying 4790k. I was in the same dilemma and am now waiting for the 4790k myself. It's compatible with most Z87 boards with just a BIOS update, and the pricepoint is exactly the same at the 4770k. So there really is no reason to get the 4770k over the 4790k unless you need it NOW and can't wait 2-3 weeks.
