Assuming you're installing Windows to the NVMe SSD, please unplug the SATA cable for the other.

 

Did you try to install Windows to a partition you previously created/formatted, or are you installing Windows to the "unallocated Space" on the drive?

Just a few things that I know is easiest when installing windows. Always UEFI boot it form USB with secure boot on, always use a clean drive with no pre made partitions. Let Windows make those for itself. Last, use a local account first so the internet doesn't get used and windows gets to do its crap before you can do drivers.... 

 

The last one is a little more because I don't like Windows and this is how I stay as far away from there crap as possible but, you can make or sign-in an account if you want....
