What speed is that RAM?

I'd say you can go am4 and get a used 

What games are your friend playing?

Also what is their PSU's wattage and model/brand?

Are they alright with their storage? is their storage nvme, sata ssd, sata hdd etc.

If they don't want to change storage or psu
