PC lag without multiple restarts

PC shuts requires a restart everytime I turn it on. The pc is supper laggy when turning it on at first and then it shuts off. Ignored as it was a consistent issue not long after getting the computer. Now it requires up to 5 restarts before working properly. Not sure what the issue is and getting frustrated with restarting so often.

240mm AIO

Any error codes (event viewer or otherwise) after shutting down the first time? Anything?
