Maybe but I wouldn't try it, you'll need something like a Dark Rock Pro 3 or a higher end AIO liquid cooler if you want decent temps.

why do you need 4.7 specifically?

I have this Cooler it is epic for what it is but you arn't going to get water cooling overclocks with it 4.5 on my 3770k is the wall I hit and honestly it isn't exactly stable 4.4 though is just fine for me so far at I believe 1.2 v. I could go to 4.6 but I have to increase that V-core and this cooler can't handle it.

I wouldn't recommend it. Albeit modern CPU's will turn off if the temperatures go to high; you'd waste 25$ on a Cooler whereas your better of spending a little more and getting something like a low-end Noctua or something slightly cheaper.

I don;t think that it will manage to keep your processor cool at 4.7GHz, maybe 4.5GHz, but no more. Remember, that even if the computer boots, when you stress test it with Prime95, that cooler most likely won't be able to handle it. Even if it does, it will run so hot that you will probably decrease the life span of your CPU significantly.
