Based on what I can remember (and various people's recollections), "System" data usage is not always related to just Windows Updates - certain things (like VPN connections, for example) end up being lumped in with the "System" category because they don't really break this down further.

Good news is that you can enable "Metered connection" on a network-by-network basis to instruct Windows to reduce data usage on said network. This won't prevent you going over a data cap, as Windows and programs on your PC have ZERO knowledge about your cellular plan, but it will indicate to Windows and programs that can "see" this setting that they should use less data.

This is a big reason I A) keep my gaming Machine off unless Im using it. B) Have all my games set to update on launch. This way I can control the data usage. Like @kirashistated you can set Windows to Metered mode, which will help.

Ive never noticed that much data usage in Windows. But I have my LAN connection set to Metered, because we have a 1.2 TB data cap. It might be time to check out what you have installed and see what's using the data. Because 1 TB of usage in a month on one machine just seems a little suspicious, at least to me. 

I just want to sit back and watch the world burn.
