This is a pretty common thing new PC users encounter. There is nothing wrong with your internet. Just so you know though, a lot of people will insist there has to be something wrong because "Well I don't have this issue, so obviously something isn't right here."

The not so technical explanation is that it's not your internet, it's Ubisofts. The speed they're uploading to your computer is being limited, likely because of high server load, but even if there was no server load you probably still wouldn't get the full speed your internet is capable of. I've even seen two people in the exact same household get different download speeds while downloading the same game from Steam. Networking is black magic, I wouldn't worry too much about it.

If you want to see this for yourself some more, go to speedtest.net and select different servers to test from. Some of them are going to be a little different each time (though they will all be really good probably because they're designed for speed testing). The only thing I would suggest here is to make sure you have a region selected close to where you live if you haven't already, or even select a different server/region to see if you can get a faster connection through that one. If you have a VPN, it can also be surprisingly beneficial to route traffic through it sometimes.

What kind of storage do you have?

Perhaps you know this, and it was just a typo, but you're actually getting nearly 10 megaBYTES per second for the game, vs the megaBITS in your speed test. There's still a decent discrepancy there, but not quite as bad as if they were both using megabits.

But yeah, the answer is usually on the other end, or somewhere in between. Steam always gets me my full speed, generally, whereas many other large sites/services will not.

5800X3D | 32GB RAM | RTX 4070 | 1TB NVME (boot) | 2TB NVME (storage) | B550M DS3H | Samsung NU8000 65" 1440p 120hz | 5.1 Surround Sound
