Keyboard key commands keep changing.

I get mixes of french and english. É"''"ÉÀǨÈÇ

(stupid and annoying)

 

 

-I can spend anything from an hour and months before having any keyboard changes.

-Keyboard changes average twice a month.

 

-This has been multiple years, I cannot trace the issue( its totally RANDOM and have not found any correlation whatsoever), I need help regarding this issue

You probably have the Canadian French keyboard layout and you unknowingly click the shortcut to change the keyboard layout. I'm unsure what the shortcut, but you could remove the keyboard layouts you do not need.
