Depends on what type of editing, I would always go PC due to it being more flexible.

Dual boot, solution. They are both good if you use adobe but if you want to do gameplay then windows 8.1

It depends on the programs you're planning on using.

There are going to be ones that are better on Windows in which case, Windows.

There are also going to be ones that are better on OSX in which case, OSX.

Some software will be available on both, in which case, whichever one you prefer.

If by more flexible, you mean more locked down, and less standardized/compatible with standard software, then sure.

 

You have tons more options with Windows.

Hardware wise? I guess so. But honestly I think Macs are great for creative work.

 

I'd say Mac OS X. Technologically speaking, it's more advanced (I will fight you on that) and its UI is also years ahead of Windows 8's one step forward, five steps back approach.

 

This is also coming from a Unix/BSD enthusiast's perspective. I prefer having full control of a Unix system through Terminal than the pitiful "Command Line" that Microsoft put in to satiate power users.
