I prefer spending my budget over all components. This is what i recommend:

CPU:  AMD Athlon II X4 760K  ($89.99)

CPU Cooler:  Cooler Master Hyper TX3 ($24.99)

Motherboard:  ASUS A88XM-E ($74.99)

Memory:  Kingston HyperX Blu Red Series 8GB (2x4GB) DDR3 1600 ($75.99)

Storage:  Seagate Barracuda 1TB ($54.99)

Video Card:  AMD Radeon R9 270X ($179.99)

Case:  Rosewell Redbone U3 Black ($49.99)

Power Supply:  Corsair CX 430 ($39.99)

Important are basically the parts them selves at their price point. With something like the memory or the video card just choose the manifacturer you like (i like G. Skill and Kingston for Memory and ASUS for video cards). The CPU Cooler is also just a recommendation. Just pick one at this price point, just don't go with the stock cooler, it's awefull. Same goes for the case.

If you ad a fan and Windows 8.1 or Windows 7 and u reach almost exactly 600$ considering my prices (all prices taken from newegg.com).

Like this u invested good money into all parts and can trust all parts t work properly. And the R9 270X will do Battlefield 4 at 1080p on high settings just fine, even without Mantle!

ASUS ROG Strix B550-F + AMD Ryzen 5800X3D; ASUS 6800XT TUF; 16GB G.Skill TridentZ 3600; bequiet! Dark Power 13 850W; Samsung 860 Pro M.2 2TB; PHANTEKS Evolve X

I am building a PC on a budget of $600. I want to play minecraft and other games like battlefield 4 at 1080p smoothly. I also want to browse the web and watch movies and videos at 1080p. Can anyone recommend a configuration (graphics card, processor, motherboard etc.) ?

Its a little over, but its reasonable.
