I have a few questions about my system, here are my specs :
 

12th Gen Intel Core i5-12600K

ASUSTeK COMPUTER INC. PRIME B760M-A AX D4

32GB DDR4 (2x16GB Kingston @ 3200 MHz)

1TB Intel SSDPEKNW010T9 (NVMe SSD)
1TB WDC WD10EZEX-22MFCA0 (HDD)
1TB Kingston SNV2S1000G (NVMe SSD)

NVIDIA GeForce RTX 2080 SUPER

For the past year or so i haven't felt like i have been getting enough FPS on games, is it time for an upgrade or should i check for other issues?

That information is somewhat insufficient. The 2080 is technically an older GPU at this point, but what do you mean you haven't been getting enough FPS on games? What games, settings, resolutions? What monitor are you running this on? Does it have VRR? Are you using v-sync?

 

We need a little more information to give you any meaningful advice.

This is still bit insufficient. Have those fps been lower in same games compared to what you had previously, or are this something you see in newer games? Do note that using same graphics settings on newer games as you would use with games released couple of years ago will mean lower performance. GPU is 3 generations old at this point which is usually the time to start thinking of upgrade. With some personal preference. Like if you want to keep graphics at same level while getting same fps, then yes, you need to upgrade since graphics demand of games will increase with every new GPU generation. But if you are fine with lessening expectation on either gained fps or graphics fidelity, then its not required to upgrade GPU even at 3 generations.

So I'm reading this as if you are saying that you used to get higher fps on Rust than you are getting now. If that's not right, let me know.

 

Online multiplayer games like Rust do tend to receive continuous updates, which could potentially increase the processing load without you knowing it and lower performance. It's also possible that the thermal paste on your CPU and/or GPU has dried out and is causing throttling, or that you have some potentially unwanted software running on your PC that is eating up CPU cycles.

 

PC parts don't just "get slower" over time, presuming nothing else changes. There's always some kind of external cause, such as an increase in processing load (due to something like malware, or OS updates just making the OS heavier over time) or thermal problems (which IMO are the big two causes, alongside running out of storage space).
