What/how many power cable/s does your 4060Ti use?

 

How are temps of CPU and GPU?

 

Since you swapped GPUs you could try using DDU to uninstall drivers and then install the new drivers again in case it's a driver problem. Following DDU guide or instructions on the website should be enough.

I just got locked out from Windows so i did a fresh install to everything so ill let you guys know If it did any better😅

fresh install should skip all the software troubleshooting, including DDU, because drivers are on the drive that gets wiped out during fresh install

If the CPU clocks are dropping while gaming, that suggests CPU thermal throttling. I bet you bumped the CPU cooler while you were changing out the GPUs and now the CPU is overheating.
