virtual memory, is RAM + pagefile, the fact that it's almost full could be the reason that your PC slows down so much,

so the virtual memory is ram? if it is my games use ram alone almost 14gigs i dont have any background apps running while i game ram usage compined while gaming is 15.6 so almost out of ram memory , and my vram usage wont slow going up

Also, you could try getting MSI Afterburner, and lowering the power limit % to like 60-70% which should be close to the performance of RTX 3050, to see if it's a power related issue.

i dont think its a power releated issue i checked everything pefore buying the rtx 4060 ti i also upgraded the power supply to 650 watts so it should not be power releated issue

I have a suspicion this has to do with Intel's weird turbo boosting behavior (like PL1/PL2 stuff). Maybe Lenovo set PL1 to a weird limit in the BIOS.

 

Alternatively, I wonder if maybe the power supply can't actually produce the necessary wattage on the 12V rail?

yea it happens in all games i just tested dying light 2 with very low graphics and the cpu core power limit still does the same

almost all stutters gone and now the cpu mhz stay almost everytime at full speed perfomance is better than earlier
