I think Lenovo dun goofed when they were setting up your PC and didn't set the CPU power settings correctly, that's the only thing that makes sense to me

You can try premium if you want, I'd watch the temps at premium though, maybe get some Cinebench R23, to see if the CPU doesn't get too warm when all cores are working hard.

there still seems to be some kind of wattage limit and why it says that my cpu is now thermall thorttling with good temps?

Maybe there's a custom temp limit on the motherboard, since it's Lenovo, hard to tell if it can be changed, but possible there might be BIOS setting for that.

check these arrows, I can see the throttling only say yes on Core 3 if you look down

The 170 watts setting seems weird to me - the 12400 doesn't even typically run at 170 watts even with the power limits removed, it usually maxes out around 110-120 IIRC. And the motherboard certainly can't handle a sustained 170 watts through the VRM. I'd probably just leave it at 110, if it fixed most of the performance issues.

but why in hwinfo it says there is still some kind of power limit

That's normal, there's always going to be a PL1 and PL2 value for modern Intel processors. Generally you want there to be some kind of power limit so that your processor doesn't draw too much power and fry itself.
