Back in the day Windows was not as robust as it is now. Also Windows activation was not as friendly either. 

 

Reinstalling Windows upon a platform upgrade is considered a good practice.  Making sure the slate is clean. Depending on how old the Windows install is, it could be beneficial, Cleaning all the old drivers off and a clean registry. Unlike the days of Windows 98, Windows now days installs pretty quickly. So if anything it's just a minor inconvenience. If your smart you put your games on a separate drive from your Windows install and this way you can be back up and running pretty quick.
