Budget (including currency): 90,000 Indian Rupees

Country: India

Games, programs or workloads that it will be used for: Marvel Rivals, Sparking Zeno, PUBG, CS 2, DOTA 2 etc. Will be used for light video editing and coding as well.

Preference: GeForce RTX 4060 8 GB Video Card, AMD Ryzen 5 9600X 3.9 GHz 6-Core Processor, 2 TB SSD and 32 GB RAM (You can replace the GPU and CPU with a comparable product)

Peripherals: I already own an average gaming mouse, keyboard, controller, so don't need to include that. I own a 1080p Samsung Monitor, so dont need to worry about that as well. (Although, in future I would like to buy a second monitor)

OS: I want Windows 11 (but you may or may not include OS cost to come under budget)

Case: I don't want to spend too much on case, I would like a Decent Mid-Tower case with good airflow

Overall Aesthetic: I would like White or some other easily available color combination. But if having different colors is pushing my budget too much, then I would rather buy the default color of the products (most likely black?).

That cooler works great for any of those cpu's.

Thats good to hear, would you be able tell me about the remaining parts?

As in Motherboard (I'm most confused about),

RAM (was thinking of Crucial Pro 32 GB DDR5 6000 CL36),

SSD (was considering Kingston NV2 2 TB M.2-2280 PCIe 4.0 X4 NVME),

Case (I heard we have to look for case only after deciding the core components)

Fans (depends on the case size I think)

Also one quick question, If I hadn't mentioned Thermalright Phantom Spirit, then what would you have recommended? Please feel free to change my opinions (I'm referring the aforementioned products I was considering)

that's a good cooler, can't find better air cooler without paying 3x price for marginal improvement, mainly to noise but almost similar performance

B650 Motherboard with 8 or more phases,

 

CL30 6000Mhz 2x16GB RAM, Thermalright dual tower cooler,

There are few decent brands that offer good cases, especially if they include fans.

 

Each brand's example of case:

Montech AIR 903 BASE

Phanteks XT PRO ULTRA

Corsair 4000D Airflow

Lian Li LANCOOL 216, Lian Li Lancool 207

NZXT H7 Flow (2022) (if it's not expensive)

Antec NX410 (though these often use cheap fans with connectors that don't allow fan control = 100% fan speed always)

 

though other brands can work, if they include fans and are cheap, have decent reviews, ultimately all you need is the case to fit the parts in, and maybe for it to have fans is good idea too.
