can someone explain to me what this setting does? i have it set to 3 will setting it to 2 increase performance a lot?

Specs of my PC:

CPU: AMD FX 8350  Motherboard: Gigabyte 990XA UD3  GPU: Gigabyte GTX 770 Windforce 2GB  HDD: WD Green 2TB SSD:  Corsair Force GT 120GB SSD RAM: Corsair 8GB(2X4) PSU: CoolerMaster G650M

A buffer is the place(abstract) where data is being stored for a very small amount of time.This pretty much means that the GPU sends the rendered frames into a buffer.However,I'm not really sure what it does.

put it low.. i tried high and it was sooo sluggish that i couldnt play it :P, also REMEMBER to remove mouse acceleration in the config file.

 

care to elaborate on this? what exactly does it do?

Mouse acceleration is when your pointer velocity becomes disproportionately faster when you increase the speed of input. In other words if you slide the mouse from one end of the pad to the other at slow speed, and then repeat it at a faster speed, the pointer would end up at a different place each time, depending on the speed of your slide. It's inconsistent. It feels unnatural therefore it messes up your aim. It's often considered that real games always play with mouse acceleration off. TotalBiscuit for example absolutely hates mouse acceleration. I do too.
