For context this is an extra pc made up of old parts.  The parts are a MSI B550-A PRO, Ryzen 7 5700G, Sapphire Nitro + RX 5700 XT, 2x16 GB DDR4 2666 G.Skill ram, and a 750w seasonic focus PSU.  I know for a fact the Graphics card, PSU, and Ram work fine.  Trying to install Windows 11 on a new SSD but it keeps freezing at this screen.  I have UEFI mode and Secure boot on in the bios and I updated to the most recent bios.  I'm struggling to tell if it is the mobo or the CPU, any help?

The mobo and CPU should be good to reach that point. I'd suspect the NVMe or the boot media. The boot media being the most probable culprit.
