Don't really want to tip toe around the subject. Will this run? Are all my components perfectly compatible and be at their full potential? eg; no bottlenecks.

Cheers

it will work, however, buying a new motherboard is a complete waste of money, as the new cpu is compatible with the one you currently have

it MIGHT need a bios update depending on when you bought it, but thats easy to do and there are plenty of tutorials online

spend the extra money on a better cpu (the 5700x3d is the best deal right now for gaming on am4)

lastly, the watercooling can be replaced with a Thermalright Peerless Assassin 120 for similar performance but much cheaper

gaming system: Intel core I9 12900ks / biostar Z690A valkyrie / 4x8gb corsair Vengeance @3333Mhz ram / RX 7900XTX pulse gpu / Thermalright peerless assassin 140 /Coolermaster Qube 500 case / Be Quiet Dark Power Pro 12 1500w power supply

laptop: Dell xps 9510, 3.5k OLED, i7 11800h, rtx 3050 ti, 2x16gb DDR4 @ 3200Mhz, 1TB main drive, 2TB add in ssd

Compatible? Yes.
"Full potential/no bottlenecks"? Probably, but it's impossible to say for sure. You don't want to "tiptoe around the issue", but unfortunately there's no way to give you the kind of certainty you're looking for. There's simply no such thing as "100% safe" in PC building.
There shouldn't be any noticeable bottlenecks with this configuration, but performance will always fluctuate a little.
Cheers.

There's no reason to look at bottlenecks in balanced scenarios like you're creating with your new build,

I agree with @ki8aras, B450 motherboard can be as good as B550 one in this situation,

Thermalright Peerless Assassin 120 SE starts at 55 AU$,

there are also few AIOs that are cheaper:

Thermalright Frozen Edge

Cooler Master MASTERLIQUID ML240L RGB V2

Thermalright Frozen Infinity 240 ARGB

Cooler Master MasterLiquid ML240L ARGB V2

Oh, do you want B550 MB because current one doesn't have ARGB headers?

Feel free: To ask any question, no matter what question it is, I will try to answer. I know a lot about PCs but not everything.

current PC:

Ryzen 5 5600 |16GB DDR4 3200Mhz | B450 | GTX 1080 ti [further details on my profile]

PC configs I used before:

  1. Pentium G4500 | 4GB/8GB DDR4 2133Mhz | H110 | GTX 1050
  2. Ryzen 3 1200 3,5Ghz / OC:4Ghz | 8GB DDR4 2133Mhz / 16GB 3200Mhz | B450 | GTX 1050
  3. Ryzen 3 1200 3,5Ghz | 16GB 3200Mhz | B450 | GTX 1080 ti
